Portion seventeen. The Section shall keep data from the admission, procedure and periodic review of all individuals admitted to services underneath its supervision. Such records shall be non-public and not open up to general public inspection apart from (1) on good judicial order if in reference to pending judicial proceedings, (two) the commission
